Muñoz explained that IDUs are health centers new type which guarantees comprehensive health care to the population.
indicated that these centers provide for the four components of integrated care: prevention, promotion, cure and rehabilitation.
also noted that the Health Commission as an institution is in the primary health care.
"That is a key conceptual element, because sometimes we think that the Commission offer a similar secondary care to a hospital, and I there is a misconception, since the CDI was created because the doctors who were in the popular medical lacked the diagnostic tools needed to give greater attention to quality and satisfaction to the people. "
In this regard, the Cuban physician said that 90% of health problems are resolved at this level of care "which is the true social medicine, which is not the cure but prevention." Venezuela
